The European Commission is finalizing a proposal that will force the EU Council to decide on new rules for Ukrainian farmers. The document amends the draft common position for Cluster 5 of the accession negotiations. It adds specific conditions for integrating Ukrainian agriculture into the single market.

A senior EU official in Brussels told Ukrainska Pravda that the draft is nearly ready. The official spoke on condition of anonymity. The Commission will submit the text to the Council very soon. Member states will then review the language and determine the final negotiating stance.

The process began in early October when the Commission first proposed special mechanisms for agricultural integration. These mechanisms address structural differences between Ukrainian producers and the EU common market. The goal is to ensure a smooth transition for farmers after Ukraine joins the union.

The official expressed hope that the Council will finalize the decision-making process by December. The formal submission has not yet occurred. However, the timeline suggests an imminent procedural step. Once the member states accept or modify the amendments, the EU will have a fixed position for future talks.

The Commission insists that Ukraine will open both Cluster 4 and Cluster 5 by the end of 2026. These clusters cover major areas of economic and legal alignment. If the Ukrainian government and the Verkhovna Rada accelerate their reform efforts, seven additional chapters could close as early as 2027.

This potential speed-up depends on the pace of domestic legislative changes in Kyiv. The EU has dropped specific forecasts for final accession dates. Removing fixed end dates aims to encourage Ukraine to align its domestic policies with EU requirements more rapidly. The agricultural amendments are a key part of this strategy.

The Council holds sole authority to accept or modify the proposed changes. The Commission's role is limited to proposing the text. The next step is the formal submission of the amendments to the Council for review.
