Fredy Arnoldo Regalado Carranza, 32, now faces five felony charges for driving while intoxicated with children in the vehicle. The arrest occurred in the early hours of Saturday morning in the Village of Port Chester. Carranza was released to a third party after being booked, and the state police report did not list a specific bail amount.

The charges stem from an incident that unfolded just after midnight. State police records show that Carranza was taken into custody at 1:36 a.m. The New Rochelle Thruway station issued the official report detailing the offenses. The document lists seven distinct counts against the driver, all related to his blood alcohol level and the presence of minors in the car.

Five of the seven counts are Class E felonies under New York Vehicle and Traffic Law Section 1192(2-a)(b). This statute, widely known as Leandra’s Law, elevates drunk driving to a felony when a passenger under the age of 16 is present. Each of the five felony charges appears separately in the arrest record. The report does not specify the exact number of children in the vehicle, though the five separate counts suggest multiple passengers were involved.

The remaining two counts are unclassified misdemeanors. One charge cites operating a motor vehicle with a blood alcohol concentration of 0.08% or greater under VTL 1192(2). The other cites general driving while intoxicated under VTL 1192(3). These misdemeanor counts accompany the five felony charges in the same legal filing.

Carranza is currently out on release pending further legal proceedings. The case was handled by New York State Police, and the arrest took place within the village limits. No additional details regarding the condition of the passengers were included in the initial police report.
