Fredy Arnoldo Regalado Carranza, 32, of Port Chester, faces five felony charges related to driving while intoxicated.

New York State Police arrested Carranza at 1:36 a.m. on Saturday, November 1, in the Village of Port Chester. The New Rochelle Thruway station issued the arrest report. Officers charged him with five Class E felony counts under Vehicle and Traffic Law Section 1192(2-a)(b). This statute, commonly called Leandra’s Law, makes it a felony to drive with a blood alcohol level of 0.05% or higher while a child younger than 16 is in the vehicle.

The arrest record lists each of the five felony counts separately. The report does not specify how many children were present in the car at the time of the stop. Carranza also faces two misdemeanor charges. One count is for operating a motor vehicle with a blood alcohol concentration of 0.08% or greater under VTL 1192(2). The second misdemeanor charge is for driving while intoxicated under VTL 1192(3). Both misdemeanors are unclassified.

State police released Carranza to a third party after the arrest. No bail amount appears in the official documentation.

Leandra’s Law was enacted to increase penalties for drivers who endanger young passengers while impaired. The law requires a minimum sentence for first-time offenders, though specific sentencing depends on the court and prior history.
