Houston Tax Deals: New Wage and Insurance Rules Take Effect
Council approved strict pay standards and audit powers on Wednesday, applying the requirements to all future property tax abatements.

Houston city councilmembers passed an ordinance on Wednesday mandating higher pay and specific benefits for companies receiving new tax breaks. The measure requires firms to offer prevailing wages or pay comparable to municipal workers, along with health insurance and apprenticeship programs. This rule changes how the city attracts investment by making these worker protections a condition of receiving property tax abatements.
Councilmember Alejandra Salinas, who helped draft the ordinance, said the city previously encouraged but did not require these standards. She stated that companies seeking tax relief must now meet these financial obligations as a matter of law. Salinas noted that the new rules include strict enforcement mechanisms to ensure compliance.
The ordinance grants city departments the power to inspect company records and audit their financials. Companies must submit affidavits confirming they provide the required wages and benefits. The Mayor's Office of Economic Development remains responsible for monitoring these deals under the updated framework. The city extended deadlines in previous cases when companies struggled to meet initial requirements, a practice the new rules aim to tighten.
City records show Houston has awarded only 21 tax breaks since 2004. ABC13 found multiple instances where the city adjusted deadlines for recipients. The new ordinance applies exclusively to abatements granted after Wednesday's vote, leaving existing deals under their original terms. This shift marks a formal move from voluntary guidelines to mandatory requirements for future economic incentives.
