U.S. Special Envoy Steve Witkoff confirmed on Tuesday that American mediators will convene Ukrainian and Russian officials in Abu Dhabi, United Arab Emirates. The working-level negotiations are scheduled for November 10 and 11. Witkoff announced the dates in a post on X, identifying post-war security arrangements, de-escalation measures, and humanitarian efforts as the core agenda items.

The diplomatic push follows a series of engagements held earlier in President Donald Trump’s second term. Previous meetings took place in Kyiv, Oslo, and St. Petersburg. Those earlier discussions led to prisoner exchanges and other minor agreements, but major obstacles persist regarding territory and security. Witkoff described the new talks as a continuation of progress aimed at securing lasting peace for future generations.

Before the Abu Dhabi session, the American delegation will hold bilateral consultations with European allies later this week. Representatives from France, Germany, and the United Kingdom will participate in these meetings. The primary objective is to define the security guarantees for Ukraine. President Volodymyr Zelenskyy has repeatedly demanded such assurances in any potential deal with Russia.

The announcement comes immediately after a temporary ceasefire in the southern Kherson region ended on Sunday. The truce allowed humanitarian supplies to reach the Russian-occupied city of Oleshky and enabled the evacuation of residents. Both the Ukrainian and Russian governments credited First Lady Melania Trump and Pope Leo for helping secure this pause in fighting.

Despite the diplomatic movement, combat continued with high intensity. Russian forces executed additional strikes across Ukraine overnight into Tuesday. In the Zaporizhzhia region, officials reported that at least 29 people died in a single village. In Kharkiv, a strike hit a medical facility, injuring 25 people and forcing the evacuation of approximately 200 patients.

The Russian defense ministry claimed on Tuesday that it targeted energy facilities and port infrastructure in the Odessa region. In response to Ukrainian aerial activity, the mayor of Moscow stated that 500 drones were destroyed over the capital. These military actions occurred as diplomatic channels reopened for the November talks.

The fundamental disagreements remain central to the process. Vladimir Putin continues to demand that Ukraine accept the annexation of territories seized during the conflict. Zelenskyy has consistently rejected legitimizing those gains by force, a position supported by many European allies who view acceptance as a dangerous precedent. The working-level format involves technocrats rather than senior national leaders.

The diplomatic effort has been active since the war began on February 24, 2022. Washington coordinates with European partners to bridge the gap between the two sides in a neutral location. The outcome of the Abu Dhabi meetings will determine the pace of future initiatives. Stakeholders are watching to see if these discussions produce tangible results before high-level engagements resume.
