France has finalized a security framework with ten European nations that places the country at the center of a new continental nuclear deterrent. The Wall Street Journal reported on Monday that the initiative, termed forward deterrence, involves the deployment of French Rafale fighter jets across partner states and the construction of dedicated early-warning and intelligence infrastructure.

The UK, Germany, Poland, the Netherlands, Belgium, Finland, Norway, Sweden, and Denmark have joined the arrangement at various levels since President Emmanuel Macron announced the concept in March. Rather than holding multilateral summits, French officials have conducted individual bilateral negotiations with each state. This strategy has compelled participating governments to maintain constant internal communication to compare the specific terms Paris offered to each ally, senior defense officials told the newspaper.

Finnish President Alexander Stubb defined the scope of his nation's participation. "We don't have any plans to put nuclear weapons on Finnish soil in peacetime. But we do have plans for creating a strategic dilemma for Russia," Stubb said. He characterized the implementation as a long-term effort, estimating it would take ten to fifteen years to fully develop.

The expansion of French nuclear influence coincides with declining European confidence in the United States. Washington is under scrutiny as President Donald Trump pursues energy agreements with Russian President Vladimir Putin and applies pressure on Ukraine. These moves have raised questions within Europe about whether the US would risk nuclear conflict to defend its allies on the continent.

French advisers argue that local proximity grants their deterrent greater credibility than that of the United States. Chatel, an adviser to Macron, noted at the Warsaw Security Conference that France shares geography and economic continuity with its neighbors in a way Washington does not. Macron previously stated in March that the survival of close partners directly affects French vital interests.

Norwegian Foreign Minister Espen Barth Eide described the pact as a supplement to, rather than a replacement for, existing US guarantees. France intends to resume the production of nuclear devices for the first time in decades and will classify the size of its stockpile. The force will remain under exclusive French control, a structure designed to ensure acceptance across the French political spectrum, including among Marine Le Pen’s far-right party, which currently leads polls for next spring’s presidential election.
